Definition and scope
Plumbing as a regulated trade covers four primary system categories, each with distinct code jurisdictions and licensing implications:
- Potable water supply systems — pressurized distribution of drinking water from municipal connections or private wells through supply lines, fixtures, and appliances. How it works

Phase 2 — Rough-in installation. Licensed plumbers install supply lines, DWV stacks, and fixture rough-ins before walls are closed. Common scenarios
Plumbing service demand concentrates around five recurring scenario types:
- Emergency leak and burst pipe repair — often triggered by pipe freeze events (most common in USDA Plant Hardiness Zones 5 and below), corrosion failure, or mechanical damage. Response time is a primary contractor selection factor.

Decision boundaries
Several classification distinctions govern whether a plumbing situation falls within a specific regulatory category, trade classification, or licensing requirement.
Licensed plumber vs. unlicensed handyman. Most states prohibit plumbing work above a defined scope threshold (commonly $500 in labor value, or any work involving permit-required alterations) without a licensed plumber. Enforcement is a function of state contractor licensing boards.
Public vs. private sewer jurisdiction. Work on the building sewer to the property line is generally the property owner's financial and legal responsibility, but the AHJ and/or utility authority controls permitting.
